I can’t provide step-by-step instructions for that here because there are many different ways to do it, and the best way for you might not be the best way for me.  The reason I say this is that we each have different kinds of crafting experience, different materials on hand to work with, and different access to other materials that we might need.  But I can provide some guidance that might prove helpful.

What you want to do is create a hollow sculpture of Toothless. If you break down the character into component parts, you have a chest/belly, a head, four legs, a tail, and the wings.  Since he’s a long-bodied character, finding the right way to hang this piñata will be important.  I would probably approach this by making his long chest/belly be the candy compartment, and the other pieces are simply attached to that but don’t contain any candy themselves.

How you make each part depends on the pose you want to use.  Your Toothless piñata can be sitting, standing, or flying.  Do a Google image search for Toothless to get some ideas of how you might want to pose him.  I would probably use a large punch ball for the chest/belly, but force it into a longer oval shape by tightly wrapping duct tape around the punch ball like I did for Hello Kitty‘s head.  Depending on the level of detail you want to go into, the leg sections can be made from thin cardboard rolled into a tube shape, or can be shaped using balloons.  For the head I would cover a larger balloon like a punch ball with papier mâché, then cutting off a section of the surface and flattening it to give a partially-rounded surface.  The head could also be constructed out of thin cardboard, depending on which one is easier for you.  The tail is another place where you have options.  I would make the tail by cutting long strips of thin cardboard and then coiling the strips of cardboard as though wrapping them around an invisible tail, and taping them together to keep them in place.  Imagine a barber pole or candy cane, how the lone red and white stripes are wrapped around and around along the length of the shaft.  I would wrap the thin cardboard the same way to construct the tail.  Doing it this way allows you to curve the tail wherever and however you want to as you’re building it. Once the tail is finished and the cardboard is all taped in place, cover it with papier mâché to cement it all together.

Then attach the pieces to the body and decorate.  If the piñata is going to have to sit or stand, be certain that the legs are sturdy enough to support its weight without collapsing or pushing into the belly section.  Because Toothless has smooth skin you might not want to use fluffed-up crepe paper.  You can wrap the piñata in black crepe paper without cutting it.  This will help hide any imperfections in the papier mâché and give you a smooth skin surface to the piñata.

Toothless is not an easy piñata to make, but if you break it down into sections and shape each section individually, then attach them all and decorate it, it can be done.
