I just use ordinary Elmer’s glue (PVA white glue) to glue crepe paper (or other paper-based materials) onto the wooden dowel. Sometimes afterward I will reuse the same stick by scraping the crepe paper off and then sanding it down to remove most of the crepe paper that is is firmly glued to the stick, and then decorate right over that, also using Elmer’s glue. I have never used Mod Podge for decorating a piñata stick but I bet it would work just fine.
