I normally buy my crepe paper streamers locally — you can find the most common colors at any party store, craft store, Wal-Mart, Target, and even most grocery stores. For hard-to-find colors, it can be a problem. I once had to order brown crepe paper online, but I was able to order it from Dollar Tree and have it delivered to a local store for pickup without paying any additional shipping fees.
If you can’t get crepe paper locally and if the shipping costs are too unreasonable, consider using another method of decorating. If you have any sort of colored paper or tissue paper available, you can use that. Or you could paint the piñata or consider using an unconventional material. The Pigasus was covered with quilt batting and then spray painted pink, and the belly of the Alien was made from strips of thin shipping Styrofoam that were painted purple and yellow. Piñatas are very forgiving — as long as it looks festive and fun (and as long as the players can break it open!), it doesn’t matter what materials you use to decorate with. And I have often found that being forced to find a creative solution to a problem leads to a better piñata than I otherwise would have made.
I hope this helps. Good luck!
