You can tear the faded tissue paper from the piñata, but it’s very difficult to get a smooth, paintable surface. Papier mâché tends to crack and flake off as it’s being sanded, so sandpaper tears up as much of the papier mâché surface as it smooths down. When I have stripped and redecorated piñatas in the past, I have always redecorated by gluing down something like crepe paper that hides the surface flaws that resulted from stripping the original decorations. But since you have nothing to lose, I’d say go ahead and try removing the old tissue paper, then smooth the surface as best you can. Depending on the thickness of the piñata walls and how old the players will be, you might be able to smooth the surface more by adding another layer of papier mâché. If you’re not able to get the surface smooth enough to paint, then you can create always redecorate it with fresh tissue paper or crepe paper for more vibrant colors.
