Im making a 3-tier cake shaped pinata. Can i use a foil balloon shaped like a cake? Should i wrap it with newspaper first then paper mache it? This is for adults

Yes, you can use a foil balloon, and no, you don’t need to wrap it in newspaper first.
Actually, wrapping a balloon in newspaper first is never required, I just like to do it because it makes a latex rubber balloon less likely to pop, and doing so also allows me to make a piñata with fewer layers of papier mâché. But foil (or Mylar) balloons don’t stretch the way latex balloons do, so popping is not going to be a concern, and you’re going to be making the walls of this piñata stronger anyway for adults, so go at it!
