There are a couple ways you could make a piñata with the distinctive shape of the Winnie the Pooh “Hunny Pot.”

The first is to just make a piñata out of a regular party balloon, and then add the shape in the decorating by bending thin cardboard around the balloon to give it a more cylindrical shape. The benefit of this approach is that it’s faster and easier, but the downside is that the decorative exterior can be knocked off, leaving a naked papier mâché balloon that looks more like a hornet’s nest piñata. (Of course you could always paint the papier mâché before adding the honey pot decoration, so if the decorations are knocked off it still resembles honey in some way.)

Another approach is to use thin cardboard and a balloon to form the shape of the honey pot and then apply papier mâché to the whole thing, so that the honey pot shape itself is the piñata wall. This approach is a little more difficult because when you apply wet papier mâché to thin cardboard the cardboard will often absorb water and expand, and then dry with a wavy surface. This could leave you with a warped honey pot instead of a nice symmetrically round one.

But for a piñata like this that has both a rounded part (best made using balloons) and a straight-sided part (best made using thin cardboard), I would use a combination of balloons and thin cardboard.
