I would probably use a combination of balloons and thin cardboard — the balloon for the rounded top, and the thin cardboard for the cylindrical body — but that’s not the only way to do it.
Here’s a minion piñata submitted by another reader who used two balloons to form the body. He would have wrapped something around the waist where the balloons come together, such as thin cardboard or poster board, to make the body cylindrical and not look like a snowman.
